Revenue funding arrangements for schools have changed following the school funding review. It is now not permissible for Local Authorities to hold budgets centrally for the provision of some services to schools. This previously centrally held funding has to be delegated to schools.
However, there are some areas that schools have the option for de-delegation (where schools can choose to hand back the money to the LA to be held centrally again) and it is up to the Schools Forum members in the relevant phase (primary or secondary) to decide whether that service should be retained centrally. These include Maternity Credits and Trade Union Facility Time.
School Forum members voted and decided that maintained primary and secondary schools would de–delegate both Maternity Credits and Trade Union Facility Time at a cost of £12 per pupil. These schools therefore do not need to order this service as they already agreed to buy it back via de-delegation of funds. This decision is reviewed annually.
